This program aims at developing professionals who will be involved in educational and human resource development practices in both developing countries and the development community in Japan (master’s program), and highly-trained specialists at international development assistance organizations as well as researchers at both domestic and international development-related universities and research organizations (research institutes, think tanks) (doctoral program). Since the independence of many developing countries, education has seen changing in its meanings and roles within development discourse. In almost any developing countries, however, there is a common standpoint which considers education, particularly achieving basic education with equity and high quality, as a basis for a sound development. This vision was reconfirmed in the Dakar Framework for Action presented at the World Education Forum in 2000. At the same time, human resource development by higher education and technical and vocational education and training has recently been growing in its importance under globalization and knowledge-based economy and society. In addition to these, educational development in the 21st century is faced with various challenges, amongst which are further decentralization and privatization, progress in information and communication technologies, arising ethnicity and cultural awareness, and labor force and human resources crossing borders. Having being the first graduate-level research and education program for educational development offered in Japan (since 1991), the program is now carrying out important missions to meet the changing international environments and needs. Characteristics of the curriculum are as follows: The core subjects (required) provide students with theory and methodology of international educational development, while the optional core subjects (required) and core subjects (electives) develop students’ expertise in various-related discplines in international educational development. Common courses comprise Introduction to International Development as an introductory subject, Social Survey Method as an opportunity to acquire research methodologies, and OFW and DFW as field exercises. By taking courses from all the categories, students are expected to deepen their understanding in education and human resource development-related issues in developing countries, acquire skills in policy-making, planning and advises, project design, appraisal, implementation, monitoring and evaluation, and aid coordination, as well as holistically develop their skills and knowledge to comprehensively understand and analyze development issues.

The doctoral program will help students write their doctoral dissertations based on relevant disciplines and knowledge acquired during the master’s program. Field work or practical experiences are highly encouraged. In addition, based on a comparative understanding of education and human resource development experiences both in Japan and Asian countries, doctoral students aim at advancing advisory skills on educational development policy and planning issues in developing countries.
