The online Masters in Public Policy and Management (PPM) programme is an established programme of professional development for managers working in or with public services, specifically those concerned with the development of public policy and its delivery. The programme focuses on the context in which public policy is developed, and the issues involved in shaping and implementing policy objectives and translating them into services.

The PPM programme is one of a suite of postgraduate programmes aimed specifically at the continued professional development of public managers in the UK and internationally. Flexible modular delivery ensures close linkage between the programmes, allowing for the interchange of experience and cross-fertilisation. This collaborative approach is further enhanced by an ever growing international student presence. With 34 countries currently represented on the programme, participants become part of a global learning community.

The PPM programme focuses on the development of key skills in policy analysis, performance evaluation and evidence based decision making. More specifically, the programme aims to develop participants´ understanding of

* How government policy is made, who influences policy, why some issues get onto the policy agenda and not others.
* The social, economic, political and global factors that shape policy making
* The facilitation of policy transfer and policy networks
* Global trends in the modernisation of these processes
* The ability to lead and manage policy change in the increasingly demanding public service arena, and across organisational boundaries

The programme will be especially relevant for public professionals involved in shaping and implementing policy objectives, or those wanting to develop a career in this field. The programme is equally relevant for individuals working in Non Governmental Organisations, charities and those from the private sector.

Themes running through the programme include:

* The social, political and economic context in which public policy is made
* The policy process, including problem definition, policy formulation, implementation and evaluation
* The relationship between policy and delivery, with particular attention to the broad field of social policy including employment, labour markets, social security, welfare and social inclusion

The programme comprises a number of different stages (Certificate/Diploma and Masters, with each stage lasting for twelve months.) Participants are registered for the Certificate in the first instance and then progress after successful completion, to the next stage. The programme has been designed with the maximum flexibility, it is therefore possible for participants to take a break between stages, or elect to stop the programme at the end of a stage.

Each module requires approx 10-15 hours of study time per week, and participants are expected to log on at least four times a week to contribute to the ongoing discussions. If you thought online learning was the easy option, think again! The programme is as rigorously academic as any of its face to face counterparts, and regular participation is not only a requirement, but a University of York regulation.

After completion of the compulsory foundation modules, students have the flexibility to choose which elective modules are taken and in what order. Guidance is also provided for those wishing to pursue a particular field/path of study. For those students electing to take the Masters route an Independent study project is also part of the curriculum and, again this can be tailored to a particular field of interest. There are 3 choices as to length of the Study Project- 6,000, 12,000 or 18,000 words. This allows students to specialise in research for an entire year if they wish, completing the long report.

The Learning Process

Each module comprises 10 weeks of taught interaction followed by three weeks for preparation of the module assignment. The taught interaction is structured into weekly Units, each of which addresses a particular theme. During each Unit participants study the module material on this theme, undertake further reading and research, and take part in an online tutorial group discussion. Students can join in the discussion at any time by logging in to the online forum where they can make their comments, read the comments of others, add to them as the discussion builds and receive the guidance of the tutor. The discussions are thus a forum for debate, reflection, and exchange of ideas and experience within a supported and collaborative environment.

Examinations and formal assessment

There are no closed examinations. Each module is assessed by one or two pieces of written work, due for submission approximately three weeks after completion of the module. Participants need to have successfully completed a module before moving onto the next.

Entry Requirements Entry is to the Postgraduate Certificate in the first instance, with participants progressing through the stages on successful completion of the previous level.A good second class (undergraduate) degree or equivalent qualification. Applicants without undergraduate-level academic experience may also be considered if they have sufficient professional background.Professional experience in the public service field. This includes roles in government at national or local level, non-governmental and inter-governmental organisations, the voluntary and charitable sector, and private sector roles that support or deliver public services.Sufficient study time: 15 hours per week including the capacity to take part regularly in the online weekly tutorial group discussions.
