Ministry of Education and Science has tripled the number of flagship universities

The Ministry of Education and Science announced the results of the competition for obtaining the status of a "flagship university": this list was supplemented by 22 new universities. Eight educational institutions will receive additional funding from the federal budget: Vladimir State University named after A.G.and N.G.Stoletovs, Murmansk Arctic State University, Nizhny Novgorod State Technical University.R.E.Alekseeva, Novosibirsk State Technical University, Siberian State Medical University of the Ministry of Health of Russia, Tula State University, Cherepovets State University and Yaroslavl State University named after V.I.P.G.Demidov. The remaining 14 universities will receive additional funds from regional budgets, but the Ministry of Education and Science will provide methodological support. This list includes Altai State University, Belgorod State Technological University named after V.I.V. G. Shukhov, Kalmyk State University named after V.G.B. B. Gorodovikova, Kemerovo State University, Magnitogorsk State Technical University.GI Nosov, Mari State University, Novgorod State University named afterYaroslav the Wise, Petrozavodsk and Pskov State Universities, Saratov State Technical University.Yuri Gagarin, State University of Sochi, Syktyvkar State University named afterPitirim Sorokin, Togliatti and Ulyanovsk State Universities.

Recall that last year the list of flagship universities included the first 11 universities: Kostroma State Technological University, Tyumen State Oil and Gas University, Ufa State Oil Technical University, Siberian State Aerospace University named after Academician Reshetnev, Don State Technical University, Volgograd State Technical University, Voronezh State Technical University, Omsk State Technical University, Samara State Technical University, Vyatka State University and Oryol State University named after Turgenev.

Each of the flagship universities must submit a five-year development program to the ministry - an annual subsidy will be allocated for this purpose.In 2016, universities were paid up to 200 million rubles, but the new financing conditions have not yet been finally determined. The Ministry of Education and Science stated that the subsidy from the federal budget (the first category of universities) will amount to 100 million rubles.It is also assumed that the amounts allocated to different universities may differ depending on the success of the program participants.

The main goal of creating flagship universities is to prevent the outflow of personnel from the regions - today local universities often cannot make upcompetition with those located in large centers, primarily in Moscow and St. Petersburg.Because of this, the most talented applicants leave their regions and, in most cases, do not intend to return.It is assumed that additional subsidies to the strongest regional universities will help attract successful applicants, and in the long term, provide regional economies with personnel.Recall that those universities that receive subsidies under other programs funded by the federal government, for example, participants in the 5-100 program or federal universities, cannot participate in the competition for the status of a flagship university.
