According toof the Ministry of Education and Science of the Russian Federation Dmitry Livanov, this project will have a positive impact on the quality of higher education in Russia and strengthen international university ties with the BRICS countries. He also noted that the knowledge of the university's specialists will be directed to the development of the economies of the countries of the group.

It is assumed that at the first stage of the project, about 12 educational institutions from the state will take part in it, each of which will be active in one of the priorities established by the agreement - energy, computer science, information security, BRICS research, climate change technologies, water resources and economics with the subsequent expansion of the list of directions. The main activity of the Network University will be carried out through the organization of systematic master's and postgraduate exchange programs, upon completion of which the participant will receive an established certificate.
