The mission of the Department of Civil and Environmental Engineering is to prepare students for professional practice, graduate study, life-long learning, societal leadership and to improve the scientific and technological basis for civil and environmental engineering practice. To fulfill this mission, the Department seeks to provide a high quality undergraduate program with instruction in all the fundamental areas of civil engineering, to conduct a distinguished program of research and graduate study in selected areas of civil and environmental engineering, and to disseminate advanced technical knowledge to engineers, other professionals, and the public.

Our leadership in administration, faculty, and staff make our mission come alive every day. The Board of Trustees reviews and approves the budget of the University and guides general goals, policies, and procedures from a big-picture perspective. The President’s office ensures that all aspects of the University are running smoothly and promotes overall principles that students, faculty, and staff abide by for the long term. The University Faculty Senate represents the Penn State faculty with legislative authority on all matters regarding the University's educational interests.

Candidates should possess a baccalaureate degree from a regionally accredited institution. Students with a 3.00 junior/senior grade-point average (on a 4.00 scale) and appropriate course backgrounds may be considered for admission. Exceptions to the minimum 3.00 grade-point average may be made for students with special backgrounds, abilities, and interests. All applicants must provide the department with official transcripts of all their previous course work (in duplicate), a statement of objectives, and three letters of recommendation at the time of application. In addition, all applicants must submit scores from the General Graduate Record Examinations Aptitude Test (verbal, quantitative, and analytical).
