Just as criminal behaviour is shaped by individual and social factors, criminal justice is shaped by the larger values of society and the professionals who translate those values into social practice in agencies such as the police, courts and corrections, and various social service agencies. The challenge lies in providing service to the various stakeholders such as victims and offenders in ways that are consistent with the principle of fairness, equity and justice.
