The Commonwealth of Independent States (CIS) is an intergovernmental organization located in Eurasia. It currently consists of nine states: Kazakhstan, Armenia, Azerbaijan, Belarus, Kyrgyzstan, Moldova, Russia, Tajikistan, and Uzbekistan.

This commonwealth was established in December 1991, following the collapse of the Soviet Union. Meetings and major gatherings of heads of states comprising this commonwealth are held on a permanent basis in the capitals. One example is the summit, which took place in Sochi, the city of Russia in July 2001.

The activity of this organization is based on a Charter, which was adopted by heads of state on January 22, 1993. This Charter includes the main objectives, principles, rights of the member states, respectively, it is the main document of the organization. It emphasizes that all member states are independent, equal and sovereign nations that abide not only by the Charter but also by international law.

After the establishment of the Charter of the organization in the same 1993, a new agreement was signed to create an Economic Union, to create a common economic space for the free movement of goods, services and labor. This step was made to create and develop production relations between countries.

This organization was created to strengthen ties between the countries of the former Soviet Union, which contributes to the development of friendship and cooperation between them.

There is also the Alma-Ata Declaration, under which the republics are obliged to cooperate in foreign and domestic policies. The commonwealth itself includes many different institutions and bodies:

  • The Council of Heads of State;

  • The Council of Heads of Government;

  • Councils of Ministers of Foreign Affairs, Ministers of Defense;

  • Executive Committee;

  • The Interstate Economic Committee of the Economic Union.
