The programme is designed for senior civil servants at Assistant Secretary level who are nominated by their Departments. The programme recruits 12 students on a two-year cycle.

The next programme commences in September 2010. The first year of the programme consists of three taught modules relevant to the strategic management of public sector organisations; these are examined at the end of each module.
